This document is the working plan: what we honestly have, what we offer, who we contact, exactly what we say, and how we track it. The send-ready copy is in sections 4 and 5.

1. Where we actually stand

Everything in this plan is built on the numbers below. They were pulled live on 30 August 2026, not estimated.

Read this before you dial anybody
We have one tracked call. That is not a sellable volume yet, and any pitch built on a lead count will fall apart on the first invoice. It is still the right time to do outreach, because the free test costs us nothing, it puts a buyer in place for when volume lands, and it tells us which operator is worth having. What it means is that the offer must be free calls with no clock on them, and the price gets set later off a real call log.
The old outreach copy on Drive is retired — do not send it
The March 2026 auto-generated file (tampa_fl_20260331_0159_outreach…csv) tells prospects we “rank #1 on Google” and get “20-30 calls/month.” Both are false. Tampa yard owners know each other; getting caught on that would cost more than the account is worth. The copy in sections 4 and 5 replaces it.

2. The offer

Give the leads away free, with no end date, while the site is being worked on. When volume reaches roughly six qualified calls in a month, go back and close a monthly rate. No trial clock, no card, no contract.

Why free with no deadline beats a 30-day trial
At one call a month, a 30-day trial ends with almost nothing to show and a close call that cannot be made. Removing the clock removes that problem entirely. It costs nothing to give away a lead we are not currently monetising, it puts an operator in place so no call gets wasted while the site is being built, and by the time we ask for money the operator has months of delivered calls proving the value. The volume trigger, not the calendar, decides when to close.

The maths behind those tiers. A Tampa buyer nets roughly $150-$400 per car, and call-to-car conversion in this vertical runs 40-60%. So 1 call a month is worth about $100-200 to them and $300/mo would be underwater; 6 calls is worth $300-800 and $300/mo is fair; 12+ and it is clearly a bargain. Price above that line and they cancel.

There are already referred leads going nowhere
D has had junk-car leads come in by referral that were not passed to anyone. That is the whole argument for signing an operator this week rather than waiting for rankings. Every call that arrives before someone is in place is simply lost.

Define a qualified call before you start sending

A live connect, 30 seconds or longer, from a Tampa-area caller with a vehicle to sell. Wrong numbers, robocalls, sales calls, out-of-area callers and repeat callers inside 30 days do not count toward the trigger and will not count toward the rate. Settle this definition now, while the leads are still free — it is the single most common thing lead deals argue about later, and it is a painless conversation when nobody is being invoiced yet.

3. Who we contact

122 local Tampa Bay operators identified from live page-1 and page-2 SERP data plus a Google Maps sweep across Tampa, St. Petersburg, Clearwater, Brandon, Riverview, Plant City, Largo, Lutz, Wesley Chapel and New Port Richey. 42 have a findable email; the rest are phone-only. National aggregators and lead networks are excluded by design — Peddle, Wheelzy, CarBrain, Copart, JunkCarMedics and the rest are competitors, not customers.

Two lookalikes that were caught and excluded
tonysautoremoval.com ranks #2 on seven terms and reads as local, but its own About page says it serves Oregon, Washington and Arizona. tampabaywebuycars.com and sellmycartampafl.com are one white-label lead network, not two businesses — the Tampa site still serves a leftover Sell_My_Car_Raleigh image. Pitching either would be pitching a competitor.

Priority order

Tiers are the order you work the list, not a quality ranking. The reasoning for each is on its own section below. Note that the rank column everywhere in this document is seller-intent only — where they sit when someone is trying to sell a car. An operator who ranks well only for “junkyard tampa fl” shows as “parts queries only”, because that search brings people shopping for a fender, not people with a car to get rid of. A dash (—) in the rank column means the operator was found in Google Maps rather than in the search results, so there is no ranking to report; a dash in any other column just means we do not have that detail.

Replace <REASON> with one specific, true sentence about that operator before sending. Pick whichever fits from their row in the tracker:
• “you're sitting just below the operators taking these calls on ‘cash for junk cars tampa’”
• “you've got {N} reviews and a real yard on {Street}”
• “you're the only buyer I found still answering the phone out in {City}”

If you cannot write a true, specific reason for this operator, skip E3 entirely. A generic E3 reads as spam and burns the address.

If they reply asking “how many calls?”
Answer with the truth and the structure, never a number: “Right now it's a handful a month. I'm not going to quote you something I haven't delivered — which is why they're free. When it's consistently sending you six or more a month I'll come back and we'll talk about a rate, and by then you'll know exactly what they're worth to you.” If they push for a price: “When we get there it usually starts around $300 a month, and it scales with volume — but we'd set it off your real numbers, not mine. Right now it's free.”

5. Call outreach

Call from the tracked Tampa line, (813) 669-7706, so any callback is captured in WhatConverts. Best windows for yards and tow operators are Tuesday to Thursday, 9:00-11:00am or 1:30-3:30pm ET. Avoid Monday mornings and Friday afternoons.

Opener — 15 seconds, then stop talking

Objection handling

This answer closes more deals than a made-up number, and it protects the account.
“What does it cost after?”“Right now, nothing. They're free and there's no time limit on that. When the site is consistently sending you six or more a month, I'll come back and we'll talk — that usually starts around three hundred a month and moves with volume. Until then you're not paying me anything, and if it never gets there, you never pay me anything.”
“I already buy leads from Peddle / Wheelzy.”“Then you know how that works. The difference is exclusivity. Those networks sell the same car to four yards and you're racing three other guys to the phone. Mine goes to one buyer. Try it free — no clock on it — and compare your close rate against what you're paying them now.”
“Not interested.”“No problem. Can I ask — is it that you're not buying right now, or you just don't want more calls?”
The answer tells you whether to requeue in 60 days or mark them dead. Then: “Appreciate the time. If it changes, my number's 813-669-7706.”
“Send me something in writing.”“Will do — what's the best email?” Then send E1 the same day with “as promised” at the top. A written request converts far better than a cold send.

6. Running it — cadence, tracking, and what to do when someone says yes

Weekly cadence

The arithmetic below is real and covers every one of the 122 operators: 122 calls and 13 first-touch emails. Tier 1 has 13 operators but only 9 have an email address, so the other 4 get called instead — they are not left out. Tier 2 has 10 operators with 5 emails, one of which is a flagged duplicate to skip, leaving 4. In practice you will almost certainly sign someone before week 4 and stop, but the plan has to add up to the whole list or it is not a plan.

Stop as soon as one operator says yes
This is an exclusive offer — the moment one operator is in, stop pitching and mark the rest “hold, spot taken.” Do not send the same call to two buyers; that is what the aggregators do and it is the one thing that makes our offer different. If the first operator goes quiet or stops answering, the held list is already warm and you can go straight back to it.
Do not skip the shared-identity check
Several listings on this list are the same operator under different names — they share an email address or a website rather than a phone number, so a normal de-duplication misses them. Those rows are flagged in red in the tables above and in the tracking sheet. Pitching the same person twice under two business names is the fastest way to look like a spammer.

When someone says yes

Track every touch

A tracking sheet sits next to this document in the same Drive folder with one row per operator: name, tier, phone, email, date contacted, channel, who you spoke to, outcome (IN / CALLBACK / NOT NOW / DEAD), and next action date. It also carries the shared-identity and dead-website flags. Untracked outreach turns into the same yard being called twice and a real prospect never being followed up.

If nobody local signs — the fallback

This plan is deliberately a pivot away from the July 2026 monetization research (Junk Car Lead Monetization — Where to Sell Leads, in the same Drive folder), which pointed at aggregators and pay-per-call networks. Selling direct to a local operator is worth more per call and builds a real client relationship, which is why we are doing it first. But that research is still the safety net: if no Tampa operator signs, the calls can be routed to an automotive pay-per-call network (Marketcall, Aragon, RingPartner) which pay in the $20-$300 per qualified call range, or to CarBrain's rev-share at 20% of profit capped at $300 per car. That is worth setting up regardless, so that no Tampa call is ever wasted while outreach is still running.

7. The other half — this only works if lead volume moves

This section is the internal to-do list for the site itself, not something to show an operator.

The honest risk
Giving the calls away free removes the risk of asking too early, but it does not remove the real problem: if volume never rises, there is never a deal to close and the operator quietly stops caring. Supply has to move in parallel with outreach, not after it. The bottleneck is not content and not technical — both were closed on 7 August. It is authority: zero backlinks and no citations built.
